The CEO of Festivals Malta Agency invites applications for the posts of Technical Officer on an indefinite contract.
Terms and Conditions
2.1 This appointment is subject to a probationary period of twelve (12) months.
2.2 The salary for the post of Technical Officer is PCOs Salary Grade 7, which in the year 2023 is €18,948, per annum, rising by an increment of €336 up to €20.964.
2,3 Accepting appointment in this post signifies that any pending applications within the Public Service or Public Sector are automatically considered renounced.
2.4 The appointee will be entitled to such other benefits and conditions as may be stipulated in any pertinent agreement between the Government of Malta and the competent union/IRU.

Eligibility Requirements
4.1 By the closing time and date of this call for applications, applicants must be:
i. a. citizens of Malta; or
b. citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or
c. citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers;
or
d. any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); or
e. third country nationals who have been granted long-term resident status in Malta under regulation 4 of the 'Status of Long-Term Residents (Third Country Nationals) Regulations, 2006' or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the 'Family Reunification Regulations, 2007'; or
f. in possession of a residence document issued in terms of the 'Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations'.
The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identity Malta Agency should be sought as necessary in the interpretation of the above provisions.
The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Jobsplus should be consulted as necessary on this issue.
AND
ii. a. In possession of at least 1 subject at Level MQF 5 (subject to a minimum of 60 ECTS/ECVET credits) or equivalent.
OR
b. in possession of a 2 subjects at Level MQF 4
OR
c. in possession of three (3) years’ experience in a position related to the duties and responsibilities as described in the job Description attached, namely:
· Knowledge on cost-effective ways to perform maintenance and repairs of building properties and vehicles
· Knowledge of tools available on the market
· Record keeping of invoices
· Inventory of vehicles and maintenance tools
· Able to drive Carnival tractors
Applicants must also have Driving Licence at least B1, B, C1, BE and C1E
4.2 Applicants must be of conduct which is appropriate to the post applied for. In the case of applicants who are already in the Malta Public Service, the GP 47 is to be requested by HR Unit of the ministry/department issuing the call for application from the Director responsible for HR where applicants are serving, while those applying from outside the Public Service must produce a certificate of conduct issued by the Police or other competent authority not earlier than one (1) month from the date of application and state whether they have ever been in Government Service, giving details.
4.3 Applicants must be eligible to take up their due appointment, on the date of appointment.
4.4 Prospective applicants should note the requirement to produce MQRIC recognition statements in respect of their qualifications from MQRIC, or other designated authorities, as applicable, as per provisions applicable to this call for applications.
Submission of Supporting Documentation
5.1 The application (including copy of ID Card, back and front) shall be in the form of a motivation letter, detailing why a prospective applicant is applying. This has to be submitted to the CEO, Festivals Malta Agency, Level 2, Europa Centre, 13 Triq John Lopez, Floriana FRN 1400 or by email info.fm@festivals.mt by not later than noon (Central European Time) of Friday 10 November 2023.
5.2 Qualifications and experience claimedmust be supported with certificates and/or transcripts and/or testimonials, copies of which are to be attached with a motivation letter.
5.3 Original certificates and/or transcripts and/or testimonials are to be invariably produced for verification at the interview.
5.4 Applications which are received after closing date and time (i.e. late applications) are ineligible.
5.5 Applicants are granted up to two (2) workingdays after closingdate or up to two (2) workingdays from date of notification, whichever is the latter, to submit any incorrect or incomplete or missing documents.
Selection Procedures
6.1 Eligible applicants will be assessed by a selection board to determine their suitability for the post. The maximum mark for this selection process is 100% and the pass mark is 50%.
6.2 The result is valid for one (1) year.

Duties & Responsibilities
i. Prepare and follow a general maintenance schedule of buildings and vehicles owned or rented by the Agency.
ii. Report urgent maintenance and repair tasks to Director (Operations) for approval.
iii. Advise Director (Operations) on cost-effective ways to perform maintenance and repairs of building properties and vehicles.
iv. Diagnose equipment malfunctions and perform repairs where appropriate.
v. Keep a maintenance record and file documents, invoices, and instruction manuals.
vi. Keep an inventory of carnival tractors, maintenance tools, materials, and parts.
vii. Liaise with engineer and car mechanics when carnival tractors and/or Agency’s car fleet need maintenance and/or repairs.
viii. Proactively perform general maintenance of Agency’s property.
ix. When required, supervise any maintenance works carried at the Agency’s premises.
x. Obtain approval for purchasing maintenance tools, materials, and/or replacement parts after following procurement regulations and procedures.
xi. Perform duties of Messenger/Driver when required.
xii. Follow prescribed safety regulations at all times.
xiii. Assist and support Festival events with technical preparations.
xiv. Assist backstage during Festival events.
xv. Demonstrate continually developing knowledge and skill for the benefit of the agency.
xvi. Attends any meetings as appropriate, which require maintenance and purchasing issues.
xvii. Undertakes any other tasks delegated by the CEO of Festivals Malta Agency.
